Assembly MN, a local developer, will present initial plans to the community for feedback and input. Assembly plans to convert the existing building at 3225 E Minnehaha Pkwy (St James on the Parkway Church), into apartments and expand onsite parking.

From Assembly: “We intend to submit a Land Use Application for redevelopment of 3225 E Minnehaha Parkway, currently St James Episcopal Church, into (28) units of residential housing. We plan to submit our application to the City of Minneapolis on March 11.

The project is pursuing a re-zoning to R4 and a Planned Unit Development. This project was previously reviewed by Planning Commission and City Council in June 2021 after which the site was granted a Comprehensive Plan Amendment to allow for the uses now being pursued in the Land Use Application.

The application process included a Community Engagement session with neighbors whose feedback and responses were included in the Comprehensive Plan Amendment submittal.

We would like to re-engage neighbors prior to an anticipated April 25th Planning Commission Public Hearing and appreciate your support in making them aware of this opportunity. We plan to mail postcard invitations to homes surrounding the site.”

Conditional use permit for a Planned Unit Development.

Site plan review for the adaptive reuse of an existing church building to add 21 dwelling units and the construction of a new two-story residential building with seven dwelling units.

Planning Department staff will issue a recommendation to the Planning Commission. After hearing from the public, the Planning Commission will make a determination based on required legal findings of fact. June 2021 Land Use Application

On March 11, 2021, Council Member Andrew Johnson (Ward 12) and NENA hosted an online community input session. PowerPoint Presentation. NENA will host Assembly again in the summer to hear about updated plans and to provide feedback.

Assembly MN, a local developer, will present initial plans to the community for feedback and input. Assembly plans to convert the existing building at 3225 E Minnehaha Pkwy (St James on the Parkway Church), into apartments, build a second smaller building for additional apartments, and expand onsite parking. The project start date is expected in October 2021.

From Assembly: “We are looking at an adaptive re-use of the existing building, converting the space into 19+/- mixed-income rentals and adding a neighborhood scale 4plex on excess property on the west end of the site. We believe this has the opportunity to be a great “missing middle” project and have worked to create a unit mix that includes 75% of the units at or below 80% AMI, with roughly 40% of those at 60% AMI. The remaining 20% will be market rate. Re-using the building is an environmentally sustainable way of providing this housing.”

NENA will share more planning documents as they become available. This project will require a Comprehensive Plan amendment from Interior 1 to Interior 2. That would give Assembly the ability to rezone it to R3 which is the minimum zoning district.
